Request for Proposals - Park Sign Style Guidelines & Phase I Implementation Project

    Development of Sign Standards

    • Including by task with an hourly breakdown.
    • It is the city’s intent to negotiate a fixed-fee “not to exceed” contract for mutually agreed-upon services. The selected firm will bill separately for contracted services, either on a schedule-of-values basis for tasks performed or on a time-and-materials basis for extra work, not to exceed the negotiated fee for each specific unit of work. 


    Implementation of Sign Plan Year 1

    • For each of the six ‘base designs’ outlined below, we are seeking up to three design options, each with cost estimates that include construction and installation. Design options may be draft designs specific to West St. Paul or examples from previous projects that you believe would meet our project's needs. 
      • Large Monument Sign
      • Large Monument Sign with base made of brick, stone, stucco, or decorative/burnished CMU
      • Medium Monument Sign
      • Small Pylon
      • Small Post
      • Interpretive Sign
    • Wayfinding (alternate): During this initial phase, the city is exploring replacing one large wayfinding/directional sign associated with the ice arena.  
    • Street banners (alternate): Please provide a cost estimate for 100 street banners. City staff will provide designs. If your company does not fabricate banners, we encourage you to collaborate with subcontractors.

    Applicants should be mindful of costs to ensure the project fits within the city’s budget, with a maximum of $170,000 allocated in 2026 for both design and implementation. Should proposers feel this budget is not sufficient, while not ideal, we welcome creative solutions that meet the spirit and intent of this RFP.
