How your Congressional Representative Can Help
Congresswoman Angie Craig’s Office is currently actively assisting those in detention and the families of detained individuals.
When a loved one is detained:
- The office can help families navigate the detainee locator and can share questions they have for ICE.
- The office can send pictures of proof-of-citizenship to detention centers and inquire about the release of a detained U.S. citizen.
The more information you can provide, the better – record video or audio, take photos, and be ready to provide the detainee’s full name, A-Number, and date and country of birth. Additional helpful information:
- When and where was the arrest? Was any reason given?
- What is their current immigration status?
- What is their current immigration status and normal address?
- Who is their closest family member and what is their contact?
- Do they have legal representation?
- Do they have complex medical conditions requiring care? (What medication and for what conditions?)
Privacy Release Form - This is the most important document for timely processing.
- Fill out a DHS Privacy Release Form (DHS Release Form 60-001)
- Those in detention may have trouble filling out paperwork in a timely fashion. It is good to proactively give your family members a signed privacy release form.
Medical needs of detainees:
- Sending pictures of prescriptions, doctors’ notes and medication lists to detention centers.
- Flag urgent medical needs and raise concerns if a detainee reportedly does not have access to their medication.
- Note: It is possible that a detainee may be released if their medical conditions can be proven to be severe and beyond the care of an ICE facility.

The City of West St. Paul is working with schools to support families with school-age children. If you have children enrolled in school, please begin by contacting your child’s school for assistance. Emergency Rental Assistance through Northern Dakota County Beyond the Yellow Ribbon is available for households without school-age children.
Emergency Rental Assistance Program
This program is supported with a grant agreement between the City of West St. Paul and Northern Dakota County Beyond the Yellow Ribbon, a non-profit organization. The City of West St. Paul is providing up to $10,000 in grant funds to NDC Beyond the Yellow Ribbon for emergency rental assistance to individuals within the city as provided under Minn. Stat. 477A.35, subd. 4(a)(1).
INSTRUCTIONS TO APPLY FOR EMERGENCY RENTAL ASSISTANCE
Call Sharon at 651-552-4153 to schedule an appointment during business hours. Appointments will be held at West St. Paul City Hall (1616 Humboldt Avenue, West St. Paul, MN, 55118). An interpreter may be available if requested when scheduling an appointment.
NOTE: Documentation of immigration status is NOT required to be a recipient of emergency rental assistance.
What to bring to your appointment:
1. Landlord/Property Manager contact information:
- Name
- Phone number
2. Proof of residence in West St. Paul, one of the following:
- Signed lease agreement
- Signed statement from landlord
- Mortgage statement
- Utility bill with applicant’s name and address
- Minnesota driver’s license showing current West St. Paul address
3. Proof of Income at 80% AMI or less, one of the following:
- Most recent tax return
- Most recent W2
- 2 recent payroll stubs
- Unemployment verification
- A signed statement by your employer stating that you have been unable to work for the last 30 days or more due to no fault of your own

- Have the legal authority to enforce civil immigration laws.
- Arrest or detain people because of their immigration status.
